The TTTA did indeed undergo a significant change during the negotiation in early 2001 of a new Social Security Agreement (SSA) with Australia, as well as a series of domestic legislative changes to Australian social security and immigration rules for New Zealand migrants. While the basic principle of giving New Zealand citizens the right to work and live in Australia with minimal restrictions persists, migrants will no longer be treated as permanent residents of Australia after February 2001 and will not be entitled to a wide range of social benefits, regardless of the period during which they reside in Australia. In addition, despite recent changes in 2016, they have limited opportunities to obtain permanent residence or Australian citizenship.
